Exactly. So at this point, without more to go on, it's probably best to vote for whoever seems most suspicious, and failing that, whoever isn't contributing to the effort.
It's better to vote for people who are around, if you can. There is more to work with. Even if they're sheep, they give other people something to react to, and they can make arguments that might come in handy later.
